Daily Monitoring of the Tariff Quota Usage for the Ukrainian Steel Products import to EU: Period I Quarter IV (1.04.2022-30.06.2022)

On 24 June 2021 the European Commission had made a decision to prolong the safeguard measures on imports of certain steel products for three additional years since 1 July 2021 until 30 June 2024.

The safeguard mechanism remains as before: when the relevant tariff-rate quota is exhausted, an additional duty at the rate of 25 % shall be applied on these product categories.

Safeguard measures cover 11 categories of Ukrainian steel products, all of them are under the country-specific quotas, namely: 2 (Non Alloy and Other Alloy Cold Rolled Sheets), 7 (Non Alloy and Other Alloy Quarto Plates), 13 (Rebars), 14 (Stainless Bars and Light Sections), 16 (Non Alloy and Other Alloy Wire Rod), 17 (Angles, Shapes and Sections of Iron or Non Alloy Steel), 21 (Hollow Sections), 22 (Seamless Stainless Tubes and Pipes), 24 (Other Seamless Tubes), 27 (Non Alloy and Other Alloy Cold Finished Bars) and 28 (Non Alloy Wire).

Individual (country-specific) and global tariff quotas are on a quarterly management . At the end of each quarter, the unused balance of the tariff-rate quota shall automatically be transferred to the next quarter and become accessible on 20th working day of the new quarter (but within the same period only).

Within the last quarter of each annual period countries which country-specific quotas are exhausted still have an opportunity to access the corresponding global tariff quotas but under three access regimes types.

  • Regime 1: Prohibition of access – means that global tariff quotas are non-accessible.

For Ukraine, this group includes category 16 (Non Alloy and Other Alloy Wire Rod) and category 27 (Non Alloy and Other Alloy Cold Finished Bars).

  • Regime 2: Limited Access – the maximal volume of global tariff quota accessible for countries that had exhausted own individual quotas. These volumes are common for all such countries and are being consumed by the principle “first come – first served”.

For Ukraine, this group includes category 13 (rebars, up to 29457.54 MT), 14 (Stainless Bars and Light Sections, 2590.07 MT), 21 (Hollow Sections, 3330.95 MT), 22 (Seamless Stainless Tubes and Pipes, 1991.54 MT) и 28 (Non Alloy Wire, 21998.71 MT).

  • Regime 3: Full Access – no limitations.

For Ukraine, this group includes category 2 (Non Alloy and Other Alloy Cold Rolled Sheets), 7 (Non Alloy and Other Alloy Quarto Plates), 17 (Angles, Shapes and Sections of Iron or Non Alloy Steel) and 24 (Other Seamless Tubes).

Volumes of tariff quotas for each next period will be increased on 3% comparatively to the previous period.
