Daily Monitoring of the Tariff Quota Usage for the Ukrainian Steel Products import to EU: Period III Quarter VII (1.07.2020-30.09.2020)

According to EC decision on 29 May 2020, since 1st July 2020, the corrected rules of tariff quota usage for the metal goods import to EU come into effect and are valid till 30th June 2021.

Safeguard measures cover 12 categories of Ukrainian steel products of which 11 are under the country-specific quotas and category 20 (Gas Pipes) is under the global tariff quota. When the relevant tariff-rate quota is exhausted, an additional duty at the rate of 25 % shall be applied on these product categories.

Peculiarities of tariff quotas within the third period:

  • Individual (country-specific) quotas since 1.07.2020 are moved to a quarterly management like global tariff quotas. At the end of each quarter, the unused balance of the tariff-rate quota shall automatically be transferred to the next quarter and become accessible on 20th working day of the new quarter.
  • Within the last quarter of the third period (01.04.2020 – 30.06.2021) countries which country-specific quotas are exhausted still have an opportunity to access the corresponding global tariff quotas but with certain limitations named as access regimes.

There are three access regimes types:

Regime 1: Prohibition of access – means that global tariff quotas are non-accessible.

For Ukraine, this group includes category 16 (Non Alloy and Other Alloy Wire Rod) and category 27 (Non Alloy and Other Alloy Cold Finished Bars).

Regime 2: Limited Access – the maximal volume of global tariff quota accessible for countries that had exhausted own individual quotas. These volumes are common for all such countries and are being consumed by the principle “first come – first served”.

For Ukraine, this group includes category 13 (rebars, up to 38712,09 MT), 14 (Stainless Bars and Light Sections, 3188,90 MT), 21 (Hollow Sections, 3555,53 MT), 22 (Seamless Stainless Tubes and Pipes, 1549,86 MT) и 28 (Non Alloy Wire, 19013,00 MT).

Regime 3: Status quo – no limitations.

For Ukraine, this group includes category 2 (Non Alloy and Other Alloy Cold Rolled Sheets), 7 (Non Alloy and Other Alloy Quarto Plates), 17 (Angles, Shapes and Sections of Iron or Non Alloy Steel) and 24 (Other Seamless Tubes).

  • Volumes of both individual and global tariff quotas in the third period (01.07.2020-30/06/2021) are increased on 3% comparatively to the second period.
